It is a special transformer with a single winding equipped with center taps. It greatly reduces eddy current losses and eliminates the insulation problem between windings, but the primary and secondary are not isolated (unlike a normal transformer). It is often used to increase or decrease the voltage in the 110/120 range to the 220/240 range, for example, providing 120 V from 240 V, allowing 120 V equipment to be used with 240 V voltage.
